I took this photo at 'Piazza del Duomo', Milan.
Here's the original photo:

I started by using the heal retouch tool to remove the antennas from the top of the arch and to remove the pigeons from the ground. After that I applied the 'Drama' preset, then balanced the brightness and contrast a little bit. I then added a graduated blur filter to create a soft tilt-shift effect at the bottom of the photo and finished it with a classic outline and a soft inner shadow.
Here's the final result:
